In order to strengthen product quality supervision and carry out in-depth action to improve key product quality, according to the unified deployment of the General Administration of Quality Supervision and Inspection, from May to August 2017, the Provincial Bureau organized spot checks of product quality linkage supervision in 2017 throughout the province. Now the relevant information is reported as follows:
I. Basic information
According to the requirements of the implementation of the product quality linkage supervision and spot checks in 2017, the Provincial Bureau organized the pilot counties (cities) bureaus and the relevant product quality inspection organizations of the provinces and municipalities directly under the central government and the provincial directly administrated counties. The MDF, wooden furniture, spring soft mattress, synthetic resin emulsion interior wall coatings, cold rolled ribbed reinforcing bars, aluminum alloy building profiles, random polypropylene copolymer (PP-R) pipes and compound fertilizers were selected. Production enterprises of materials, lead-acid batteries, toilet paper and other 10 kinds of products have carried out spot checks of product quality linkage supervision. 263 batches of products produced by 263 enterprises have been sampled and 251 batches of products produced by 251 enterprises have been qualified. The qualified rate of supervision spot checks is 95.4%. 12 batches of products have been found to be unqualified, and the detection rate of unqualified products is 4.6%.
II. RESULTS ANALYSIS
(1) toilet paper. A total of 33 batches of products produced by 33 enterprises were sampled and tested, focusing on the total number of bacterial colonies, coliforms, Staphylococcus aureus, Streptococcus hemolyticus, transverse suction height, softness, tensile index, dust and other items. The result of spot check shows that the items inspected by the product quality all meet the requirements of the standard.
(two) synthetic resin emulsion interior wall coatings. A total of 15 batches of products produced by 15 enterprises were sampled and tested, focusing on volatile organic compounds (VOC), benzene/toluene/ethylbenzene/xylene, free formaldehyde, soluble heavy metals, low temperature stability, contrast ratio, alkali resistance (24h), washing resistance and other items. The result of spot check shows that the items inspected by the product quality all meet the requirements of the standard.
(3) Cold-rolled ribbed bars. A total of two batches of products produced by two enterprises were sampled and tested, focusing on mechanical properties, process performance, size, weight deviation, surface label and other items. The result of spot check shows that the items inspected by the product quality all meet the requirements of the standard.
(4) random copolymer polypropylene (PP-R) pipes. A total of 12 batches of products produced by 12 enterprises were sampled and inspected, focusing on the items of average outer diameter, wall thickness deviation, longitudinal retraction rate, impact test of simply supported beams, hydrostatic test and hygienic performance. The result of spot check shows that the items inspected by the product quality all meet the requirements of the standard.
(5) Medium density fiberboard. A total of 8 batches of products produced by 8 enterprises were sampled and tested, focusing on the static bending strength, internal bonding strength, surface bonding strength, formaldehyde emission and other items. The result of spot check shows that the items inspected by the product quality all meet the requirements of the standard.
(6) Wooden furniture. A total of 100 batches of products manufactured by 100 enterprises were sampled and tested, focusing on woodworking requirements, surface physical and chemical properties, mechanical properties, formaldehyde emission, heavy metal content and other items. The spot check found that five batches of products were not up to standard. The unqualified items were formaldehyde emission, heavy metal content and woodworking requirements.
(7) Spring soft mattress. A total of 25 batches of products produced by 25 enterprises were sampled and checked, focusing on material requirements, pavement and edge sewing requirements, fabric physical properties, paving material physical properties, springs, durability, health and safety. The spot check found that there were 1 batch of unqualified products and the unqualified items were hygienic safety.
(8) Aluminum alloy building profiles. A total of 25 batches of products manufactured by 25 enterprises were sampled and tested, focusing on chemical composition, mechanical properties, wall thickness, composite film properties, oxide film properties, coating properties and composite properties. It was found that three batches of products were not up to standard. The unqualified items were coating performance and composite film performance.
(9) Lead-acid batteries. A total of 18 batches of products produced by 18 enterprises were sampled and tested, focusing on capacity, high rate discharge performance, vibration resistance, open and close valve pressure, safety, explosion-proof ability, charging acceptance ability, over-discharge, high current discharge characteristics, low temperature starting ability, vibration resistance, electrolyte retention ability, cadmium content and other items. The spot check found that there were 1 batch of unqualified products, and the unqualified items were cadmium content.
(10) Compound fertilizer. A total of 25 batches of products produced by 25 enterprises were sampled and tested, focusing on 8 items such as total nutrient, total nitrogen, effective phosphorus pentoxide, potassium oxide, percentage of water-soluble phosphorus in available phosphorus, chloride ion, particle size and packaging labeling. Two batches of unqualified products were found by random inspection, and the unqualified items were total nutrients and packaging labels.
