Ministry of Ecology and Environment promulgated "Technical Guidelines for Environmental Impact Assessment of Atmospheric Environment"
In order to further deepen the reform of environmental impact assessment system, the environmental impact assessment of construction projects focuses on environmental impact and environmental protection measures, and optimizes the environmental impact assessment of construction projects from the technical level. The Ministry of Ecology and Environment recently issued the Technical Guidelines for Environmental Impact Assessment, Atmospheric Environment (HJ 2.2-2018), which replaced the 2008 Edition of the Atmospheric Guidelines. The revised guidelines are optimized and adjusted by referring to the advanced international technical methods of environmental impact assessment of atmospheric quality and the relevant environmental quality standards and technical guidelines in China. They improve the evaluation grade determination method, simplify the monitoring content of the current situation of environmental air quality and the evaluation content of the three-level evaluation projects, and predict the atmospheric environmental impact models, parameters, calculation methods and evaluation. Detailed, systematic and normative provisions have been made in content and other aspects, increasing the requirements of environmental impact assessment in up-to-standard areas and non-up-to-standard areas, improving the determination method of atmospheric environmental protection distance, greatly improving the scientificity and operability of atmospheric environmental impact assessment, which will play a better guiding role in the work of atmospheric environmental impact assessment of construction projects and planning projects. The revised guidelines, combined with the promotion and implementation of the emission permit system, regulate the results and conclusions of the atmospheric environmental impact assessment, and meet the management requirements of the effective link between the emission permit system and the environmental impact assessment system.
