1. Requirements of the Electrical Supplies Safety Act (DENAN)
Japanese purchasers must register with the Ministry of Economy and Industry (METI) within one month of purchasing goods. Electrical and electronic products sold in the DENAN catalogue in the Japanese market must pass the PSE certification. DENAN divides electrical and electronic products into two categories: specific products, including 115 products, and non-specific products, including 338 products. Specific electrical products must be inspected by CES authorized by the Ministry of Economy and Industry of Japan, and PSE certification certificates shall be issued. The validity period of certification shall be between 3 and 7 years, and PSE diamond logo shall be affixed to the products. Non-specific electrical products need to prove their conformity through self-inspection and declaration, and add PSE circular logo to the products.
2. Approaches and Requirements for DENAN Compliance
According to DENAN requirements, products certified by PSE must meet the requirements of relevant safety technical benchmarks. There are two kinds of safety technical benchmarks for electrical products in Japan:
(1) Japan's technical benchmark 1 refers to Japan's domestic technical standards, which differ greatly from IEC standards in terms of technical requirements and are independent of each other.
(2) Japan's technical benchmark 2 is a standard issued by the Japanese government in 2002 in accordance with relevant IEC standards, but not all electrical products have corresponding technical benchmark 2 standards.
The manufacturer may choose to check the suitability according to technical benchmark 1 or 2, and the PSE mark can be affixed after passing. In general, technical benchmark 1 and benchmark 2 cannot be used together.
The applicant for PSE certification may be a manufacturer or an importer.
DENAN also requires that the name or ID of the purchaser be labeled on the product so as to supervise and manage the product in the future sales process.
The safety responsibility of imported products to Japan is entirely borne by Japanese importers. Therefore, importers must keep inspection reports and inspection records, as well as check inspection records through computer networks.
3. How do Chinese manufacturers obtain PSE certification
Chinese manufacturers should first determine whether the products they apply for are within the scope of authorized acceptance by the China Quality Certification Center (hereinafter referred to as `CQC'). Since the current CQC license is based on technical benchmark 2, manufacturers have to choose technical benchmark 2 to apply for PSE certification. After confirmation, the manufacturer may submit a written application to CQC and submit the samples and technical data to the PSE Certification Laboratory for type test.
Since both China and Japan are members of the IECEE-CB system, test reports can also be directly converted from CB reports. After the completion of the inspection report, the applicant shall provide the Japanese manual for use or assembly, the product-related structure and components information, the relevant information of the testing equipment, the factory quality inspection report (including 100% electrical strength test report of the production line, operation inspection record, etc.) and accept the factory inspection arranged by CQC. PSE certificate can be obtained through factory inspection.

B. Certification Scope of Non-specific Electrical PSE in Japan
The certification products of Japanese round PSE mark, which belong to the catalogue of "non-specific electrical appliances", must be tested by laboratories approved by the Ministry of Economy and Industry of Japan, confirm that they conform to the technical benchmark of Japanese electrical appliances, and obtain the PSE certificate of the qualified test report before they can be pasted with the PSE round mark on the products, so that the products can be sold in the Japanese market.
